He will claim constantly that he has no close connections with others, and has the outward appearance of being self centered and egotistical, often times seeming arrogant. It's all just his facade to hide his feelings for others in order not to be looked at as having a weakness for his friends and family. When in combat though, he is entirely the opposite, and will show his true colors as a relentless, merciless, and unforgiving opponent to all who oppose those close to him.

History:
When he was 16 he lost his memory after an arguably successful lightning transmutation backfired and he electrocuted himself. At the time, both of his parents, and his sister were already dead. The only family he had were his much older brother, and one of his grandparents, who took on legal guardianship after his brother left to join the military.
His grandmother was 68 years old at the time and herself did not retain a high amount of memory from his past, due to Alzheimer's. After the accident, he was stuck in the hospital, John Doe, for nearly a year. After such time, still not having fully recovered, his brother, Chase, had returned from active duty in Briggs Mountain, and over about 2 weeks of searching, found him. Soon later it was discovered that their grandmother had passed away in her sleep.
Chase told Flash as much as he could about their past, but having been away in the military for nearly 10 years, he had hardly seen his brother, and therefore didn't know much. about 2 years after that, when Flash was 19, he chose to follow his brothers footsteps, and join the military, becoming the Lightning Alchemist a year and a half later after finishing alchemy training. He perfected his art form, and was soon after recruited to fight in the Ishvalan war of Extermination.
His body was heavily scarred already from his initial accident, but not yet had he had his arms and legs blow off. During the war in Ishval, he was the agony of the people he was sent to kill, and turned against his brother, at that time a superior officer, and fight against the military.
Before he could even begin to fight back however, an artillery misfire launched a shell right near him, and exploded in a near-by building. The stone fragments and blown away rubble tossed him over the ground and crushed all of the bones in his left hand were completely shattered, his right arm was severed by metal debris, and stone column has fallen diagonally across his legs. After being unconscious for nearly two weeks, he awoke at a military hospital, his limbs already replaced with auto-mail. He still held a terrible grudge against what the military did in Ishval, though most of the medics considered the grudge to be the result of the artillery shell that had misfired.
He calmed himself before he made clear his intention of rebellion, and went into therapy training to get used to his auto-mail. Before the rehabilitation was complete, the war was over. He remained quiet about his intentions ever since, and chose to wait for a more opportune moment to strike back against the military.
Shortly after the war had officially ended, His brother had died a premature death due to an allergic reaction to medication. Now the sole heir to every last bit of his family's small wealth, he donated an unreasonable sum of money to an unknown source that were eventually exposed as anti-government officials who originally intended to expose military secret research, but eventually were forced at gunpoint to discredit themselves by accepting bribes and setting up extortion. Eventually, they were all executed by a firing squad. It was never discovered that Flash was the source of their agendas, and so he remained within the military, waiting for the next opportunity to arise in which he could attempt to expose the fault of the government.

He uses his gloves, which are essentially two layers of cloth with a rubber layer between them. The rubber layer has his transmutation circle cut into it. The fingertips are metal claws, but so much more than that....
Within each claw tip is a small cavity in which citric acid (which can be taken out of oranges) is place, and a small copper foil, connected all the way to the tip of the gold claws. The acid has to be replaced on about every 25th use (giving him an ultimate total of 200 uses before they must all be replaced). The clawed thumb-tips are a similar construction, but are filled with salt-water. Tiny copper and gold wiring runs through the fingers and connect, so with every completed circuit between the thumb-tip and any fingertip will produce electrical current. Normally this would be a tiny discharge, but by creating a tiny, thin trail of water in the air, one that would be practically invisible to the eye, to any metal on an enemy target, the circuit can complete through to the target and cause a large airborne electrical circuit, discharging at the target, aka... lightning!
The way to increase the power of the bolt is to use intermediate points through which to channel the circuit. For example, he could use random metal pipes and settings to run an electrical charge back and forth between until it gathers up more and more energy to discharge. During this time, the first thing to touch any of these objects and complete the circuit would get a whopping megavolt zap and fry themselves. Ultimately, the more ground metal the electricity flows through, the stronger the bolt, and it would be nearly unable to be sensed until he chooses to unleash the strike.
Another way to increase the power of his attack is to use already existing electrical current, if there is any. In a more modern setting, he would be tantamount to a god of lightning due to the high amount of electrical energy we use, but in the FMA:B timeline, he would be significantly less powerful. For sure, he would be most powerful either underground in a place where there is lots of metal, or near a very large metal structure he could use as a giant electrical circuit, ideally, a large circular railroad track.
If worst comes to worst, he could use his own body as an electrical source, and self destruct in an electrical frenzy on an enemy. (not literally explode, his remains would certainly be burnt beyond a crisp though, along with his target hopefully)
The self circuit problem: his first experiment with lightning alchemy was when he first encountered this problem. If water or another highly conductive material were to connect his skin to the metal tips of his gloves, he would fry himself. It took quite a long time for him to solve this problem, but he finally came to the realization that constantly shocking himself with his thumb or fingertips, he could keep his own body from becoming too charged, and any self-circuitry would result in a barely noticeable shock instead of something potentially fatal.
The fuel problem: This is his biggest problem. Since he cannot turn the circuits in his gloves off, they will quickly spark any combustible substances. This isn't much of a problem in most cases, because unfavorable gunpowder explosions can be avoided simply by keeping away from it. The biggest problem is with invisible gas fumes that can explode. For the most part, he relies on his enemies not being able to produce enough of any of these substances suddenly enough for him not to notice first. They would have to be an exceptional enemy who probably specializes in explosive gases.
The Pride Issue(shadow powers): Lightning itself is not effective against Pride's shadow based attacks; however, the light that comes the lightning is very useful.
Takes advantage in: Dry weather, dust/sand storms, underground, windy conditions
Strong against: opponents with lots of metal, opponents with highly conductive auto-mail, opponents who use metal weapons, opponents who where multiple layers of cotton/wool clothing (extra static), wet opponents, opponents near water or metal
Takes disadvantage in: Rain and thunderstorms (can't direct electrical current, prone to getting struck by natural lightning), humid environments, forests/other places with lots of non-conductive/electrical inhabitants present, non-conductive stone surroundings, air-fuel surroundings, stagnant environments
Weak against: energy based attacks, opponents with no metal and thin layers of non cotton/wool clothing in moist environments,
opponents who can create air fuel from alchemy or some other means very quickly.
Ultimate maneuvers: Lightning Arc andStellar Lightning
The lightning arc is done by setting up two poles for which lightning can constantly travel back and forth between (this could be practically anything, two metal rods, guns, etc.). As long as he can keep the arc charged, anything that comes too close will be stuck instantly without him even having to put forth effort.
Stellar Lightning is the strongest possible lightning bolt he can muster up. It requires a huge static force near an opponent, and an unbelievable amount of energy, likely obtainable by similar means as creating an transmutation circle where electrical current is allowed to flow in a very large, perfect circle. Water streams then transfer the energy to high altitudes, ionizing the air to such a degree as to force a ground-sky lightning bolt. The key is to concentrate all of the energy into a single bolt by very rapidly transferring the energy from the conduction circle to a single point in the sky. The static force necessary to match is practically generated automatically by the ionization of the ground around the target, which would be the center of the circle. The downside is that it's a one shot attack, and afterwards all static drains preventing any more electrical strikes to occur there until the ground and sky above can re-ionize. Another factor is that it is a ground based attack, so it depends heavily on the target being in just the wrong place at the perfect time. The advantage is that the bolt will be so powerful that it could literally explode diamond. If it hits it's target, there is sure to be utter annihilation. The flash would be so bright that it could burn the image of the bolt into a regular human's retinas. The thunder from the explosion would loud enough to burst the ear drums of anyone too close, and potentially shatter glass for quite some distance. The force of the explosion of whatever it hits would likely cause phenomenal to anything nearby, turning the shrapnel of it into super-heated fragments that fire outwards in all directions.
Below are the rules and how my character follows them.

--- He tends to jump into things that are potentially dangerous and more than he can handle, and lets his emotions (primarily his fear for those close to him) get in the way during desperate situations. Lightning alchemy isn't perfect, not by a long shot. Less effective against non-metallic stone, and generally non-conductive materials. Completely useless against noble gases, and non-physical attacks/defenses (like energy based attacks).
2. Your OC must not be a Homonculus

After slipping away from combat, Flash made his way through the underground tunnels. Heavy panting and uneven breathing tuned to his limped running as he fled his enemy and eventually, he collapsed against a wall. Leaning against it he looked back, the dark, unlit corridors made it difficult to find him, and find himself. Groping around the dark chasm he managed to feel his way to the cold metallic pipes he had been searching for.
Placing the clawed fingertips of his gloves along the metal surface of the pipeline, he waited, and waited, until he felt the static charge building up, the hair of his arms standing on end attributed to such, and then stepped away from the wall, to what he figured was the center of the underground hallway. Holding his hand out, he closed his eyes, knowing full well that in this darkness, they would only betray him, and so he listened. At the first sound echoing from the distance he smiled, and took note on the position of his enemy in pursuit.
With a touch between his thumb and fingers, and the area over the backhand of his glove letting of a small flash, he struck; a temporary stream of water connecting the current in his hands to the pipes, lightning shot out and down the metal tubes, and struck out at a point quite a ways down the corridors. With a loud bang and a flash of bright blue light that lit up a great portion of the tunnels, he opened his eyes, and just for a half a second saw the light surge and outline his stricken enemy while the resonance of the electrical surge moved on down the corridors and slowly faded away.
In a moment of calmed panic, he let out a deep sigh of relief and muttered the words, "Got him..." before falling to the ground in a puddle of blood, vision blurring and fading away as he lay there, slipping into unconsciousness.
