Character Question

Um... Hi! I'm new (obviously) and I was wondering if I could take Major General Oliver Milla Armstrong for my character. I know this is mostly anime-based, which is why I'm asking. I just mainly want to use her character and not any yet-to-be-revealed plot surrounding her and Central high command in the military in the manga.
Since she wasn't in the anime, I think she'd provide some great "fresh blood" to the plots here. Plus, she's really awesome! It would be a challenge to me to RP as her since she is a more grounded, thinking character (I usually RP as bright bubbly automail engineers, but since OCs aren't allowed yet, I want a challenge).
So um... Yeah. May I RP as her? (I'll be careful to not reveal anything about her role in the plot in the manga for those who do not/have not read the latest chapters yet.)

You should go to Roleplay Aplication board and try there making a character aplication... I like that character... she's cool, still when you make the aplication then I guess Edward will tell you if you can or not... ^^U there it says how to make the aplication and everything so... go on ^^
